Town to apply for $600,000-plus to aid hospital

The town helped pave the way for the construction of the new Blowing Rock Hospital this week by approving the application of three separate grants that will bring more than a half million dollars to the project.

The Blowing Rock Town Council on Tuesday unanimously approved the filing of grant applications from the North Carolina Rural Center, the Golden Leaf Foundation and the Appalachian Regional Commission on behalf of the Appalachian Regional Healthcare System.

The grants will be used to construct water lines, sewer lines, roadways and a bridge that will be used to access the property that was purchased last year and has since been annexed by Blowing Rock.

Construction on the new health-care facility, set to replace the current Blowing Rock Hospital, is to begin early in 2013.

The grant application with the N.C. Rural Center is for $585,495 and is to be used for the construction of water and sewer lines from the town to the property line of the ARHS property.

The grant application with the Golden Leaf Foundation is for up to $100,000 for water and sewer lines. The Golden Leaf Foundation administers funds that were acquired from a federal suit against tobacco companies more than a decade ago.

The grant application with the Appalachian Regional Commission is for an undisclosed sum and will be used to fund NCDOT work that will construct a road and bridge on U.S. 321 across from Edmisten Road that will access the new health care facility property.


Other business
In other Blowing Rock Town Council news, the commissioners voted unanimously to:

• approve consideration of an event request from Friends of the Blue Ridge Parkway for closure of Main Street in downtown Blowing Rock from Sunset Drive to Morris Street on Aug. 24, 2013, and for use of Blowing Rock Memorial Park on that date. The organization is planning a street festival to celebrate the 25th anniversary of Friends of the Blue Ridge Parkway. The High Country Chapter of the Blue Ridge Parkway utilizes volunteers to maintain the roadway for a 40-mile stretch from Ashe County to Linville Falls.

• approve consideration for a request for authorization to hold the 14th annual Mayview Madness Road Race and Fun Run in downtown Blowing Rock on Saturday, Sept. 21, 2013. Sponsored by the Blue Ridge Conservancy, the race is the largest attended 5-K race in the High Country.

• approve consideration of an appeal of a building inspector condemnation order for the structure located at 857 Green Hill Road determined to be unsafe and a danger to life and safety. The appeal was filed by the Houck family.

• approve consideration of a budget amendment and a project ordinance to properly account for various items. The amendment would move $5,500 from Blowing Rock Tourism Authority funds to pay for traffic signals on the U.S. 321 bypass.

• approve a consideration of Resolution No. 2012-22, which accepts Glenmoore Lane for town maintenance and Powell Bill eligibility. Located at the end of Goforth Road,  the lane is a paved road.

• approve a consideration of authorization for an electronic statement option for town-related services, such as utility and tax statements. The new service will cost $500 to set up, but should pay for itself in the decrease in postage officials said.

The next regularly scheduled public meeting of the Blowing Rock Town Council will take place at Blowing Rock Town Hall at 5 p.m. on Tuesday, Dec. 11.
